At the very least, the playing hours should be moved to the top of the page for the tournament. I think people don't generally scroll down to the bottom for every tournament they register for.
Most people register for a bunch of tournaments at a time. And for most tournaments, your location on the globe and that of other players does not matter that much. But if a user chooses to create a tournament with playing hours, that changes significantly. If you are on a part of the globe where those playing hours overlap your sleeping hours, it's much more difficult to finish a game in time and it allows opponents to eject you and tarnish your reputation unduly.

The playing hours on the individual tournament page displays confusing hours that are NOT your local timezone (I'm not sure if they are always in "France" time, or if they are in the timezone of whomever created the tournament).
