The cost to activate Solas is a Cloud dice + lose a Footprint. In game 641620167, I rolled 3 Cloud but had only 1 footprint token. It still allowed me to use the ability three times, which was ironically negative for me as Butterfly token switches forced me to keep extra rerolls instead of keeping colored ones.
