I circled the 15th yellow citizen and should have been anle to build a free fortress or cathedral. My cathedral line was full, but I had one fortress spot still available. I should have been prompted to build the remaining fortress, but it didn't give me the option and moved to the next turn.

Tried to click on the fortress, even though it wasn't highlighted. Checked the game log to verify that I didn't accidentally press something else without realizing it that caused the game to move on.
