I was not able to summon the ally in two different turns. All allies said "you do not have enough grain." First it happened after I did the "summon an ally at no cost" under the Great Tower in spot 4. Even after I gained enough grain by issuing an edict, and then tried to summon an ally again with two grain in my supply, all allies still said "you do no have enough grain. Two turns later, I tired to use the Summon Ally action and got the same error. I was playing black and moved to multiple locations. I was able to buy one earlier. Blue was able to do the exact same action (summon all ay not cost under the great tower), without issue, in one of the intervening turns.

Report history
The top one is the second turn (when I tried to use the summon action), the bottom one is the first turn (when I should have gotten the free summon). Even though the red bar isn't in the top screenshot, it came up as well. This was specific to my player color and only happened sometime after I had gotten my first ally (the first ally purchase was fine).
