Elements: count up all the Elements on the Constellation cards you have. Then, using your Final Scoring card, mark the leftmost empty spot for each Element in the corresponding row. For each row, score Fame equal to the number above the rightmost marking in the row. For each column, score 3 Fame if there are 3 markings, and score 6 Fame if there are 4 markings in the column.
I can't find 'fewest-Element scoring' from the tooltip anywhere.
Also, column scoring is missing. -

This earns 6 + 6 + 0 + 0, not 6 + 6 + 6 + 3 as the tooltip says 'You also score [VP6] per Element you have the fewest of. You also gain [VP3] per additional Element you have the next-fewest of.'
Theoretical examples are fun, but not bugs in the game. If you've witnessed an actual bug, I'll fix it. If you believe the tooltip itself needs to be reworded, that's a separate issue, so please file a ticket with a new wording suggestion.
As BGG policy states, the tool tips are not designed to teach the game.
