After all 'plain' is rarely used compared to 'chaff' and it's not really an appropriate term for card type.
Plain is at least "non-special".

Well, the general Japanese term is "kasu" (カス), which doesn't mean "chaff" but "dregs" (or, more broadly, "junk" or "worthless thing/person"). However, the term "su-fuda" (素札) is sometimes used instead, which does literally mean "plain card" (or alternatively "basic", "unadorned", "ordinary", "shabby"). It seems like "su-fuda" is usually used alongside the terms "hikari-fuda" ("light card"), "tane-fuda" ("seed card"), and "tan-fuda" ("tanzaku card").
"plains" is also used in the English localization of the video game Koi-Koi Japan, and in the ruleset published by the Japan Foundation in Sidney, so it's not an uncommon option. But neither are "chaff" and "dregs" and "basic". Translations for the basic card group vary wildly. But of the common ones, "chaff" is definitely the least accurate to Japanese terminology, in case that matters to you.
(In my opinion, using "chaff" makes most sense when you also call the animal cards "seeds", like they do in 51 WorldWide Games on the Switch, and is also more accurate to the Japanese term for animal cards. But I also don't really care which term people use for "kasu".)
