Not all playable decrees are marked with a red outline.
Once the Royal coin is clicked, the outlined decrees change (I think they are reversed, with marked becoming unmarked, and unmarked becoming marked).
The decrees which are not outlined, cannot be selected.
Refreshing fixes this, and all playable decrees become outlined, and can be selected. -
