If you have Sector 208 completely filled it should give you the option of taking another turn once you do the Diplomacy action.

I was prompted to spend the 3 orange gems for another turn, but then the screen only gives the option to End Turn and I am not able to click on any of my ships or those of an opponent despite having 7 orange gems left and there being spaces that cost less than that still available.
