During the first turn I drew 5 tiles and discarded them, but was unable to pass even though I couldn't create a word.
During the second turn I drew 5 again and purchased tiles, and again was unable to pass.
There is a rule for preventing word creation before purchase phase: 'No words are sold until all the tiles drawn this round have either been purchased or placed
out of play.'
But I suppose allowing players to pass early is not against the rules and it doesn't affect other players' word plays so it wouldn't have a problem, and it will speed up turn-based game very much (removes an unneeded check). -

In this process players will pass frequently, obviously more than word spells.
Collecting 9 or more letters takes at least 2 turns.
Thus allowing passing before the end of tile draw phase would save a lot of time in turn-based.
