The rules state that to use a level 2 boat (which has a free foot) at least one actual foot token must be used.
I believe this means that two level 2 boats would require two actual foot tokens. So visiting the first island which requires 3 feet cannot be done by using two level 2 boats and one actual foot token.
The BGA implementation allows the above.
However, I also admit that the written rule is partially ambiguous, in that it could mean you can use any number of boats if you use one actual foot token.

(The English rules did include this restriction, but Greg's preference is no restriction)
Therefore the current BGA implementation is correct with respect to using two level 2 boats and one foot token to go to the cost 3 island.
However, for the "no restriction rule" to be completely correctly implemented, it should be possible to go fishing for one fish token by using a level 2 boat and spending no actual foot tokens. I do not know if this is permitted by the current BGA implementation.
Your bug has probably been fixed already, or was linked to a temporary failure of BGA service.
In any case, when filling a bug report, make sure to have an explicit title linked to the incident (ex: with error message), so other players can recognize it and vote for it.
