The word "link" is in the name "Western Link" so it seems reasonable to me to count it as one but in game boardgamearena.com/14/railwaysoftheworld?table=676189424, black had 10 consecutive links + the Western one for a total of 11 in a row but was only given credit for 10. It didn't change the game outcome but allowed green (me) to get 4 more points than I think I should have had.
