It seems we now always get this warning message, even if we did create the district already and no other districts are available.
So then this is a confusing warning message. -

Report history
Even had it just today in my last turn on this table #592493841, after all districts had already been placed or removed.
I've however added an extra control to check if the calpulli exists and will close this ticket. If it happens again to you please open a new ticket in the very moment it happens to you. That will allow me to get a copy of the game at that moment and investigate in a more easy manner.
