When playing Land Claim, it shows spaces reserved for oceans as valid places to claim. It should not.
When playing Noctis City, it correctly doesn't restrict it to a particular space like on Tharsis, but it incorrectly shows spaces next to other cities as valid placements. On boards other than Tharsis, Noctis City should follow normal city placement rules. -

Yes, Land Claim is played on move 184. When it gets to selecting a non-reserved area for land claim, the whole board shows as a valid placement except for the already placed tiles.
