To put some ingeneers in the batardeau free action. The space was free.• What happened when you try to do this (error message, game status bar message, ...)?
It was impossible to place the ingeneers.• What is your browser?

The same thing happened to me with the robot factory in this game: boardgamearena.com/table?table=573877269
I was able to use the robot factory after I built it, but as soon as the automa built his robot factory, I was prohibited from using the free space, even though no engineers had been placed there.
