Thales's theorem seems to discount the cost of all level II and level II wonders. That's also what the tooltip says. The graphic indicates that it should only discount yellow wonders though.

In move 86, I'm about to buy a brown wonder with cost 7 even though I only have 6 builders.
It is weird though that there are 7 player cubes placed onto the wonder, even though I only have 6 builders. • What is your browser?

I don't have access to other languages physical editions to compare.
This is either a misprint on the card, or in the compendium. A choice will have to be made by the designer.
My guess is that "applies to yellow wonders only" was the initial idea, and got changed quite late during desing/playtesting without updating the graphics.
It is also consistent with the brown event increasing all level 3 wonders costs.
