The prelude rules allow for the new corporations to be added to the deck or a variant where 1 corp is from prelude and the other is not. I would like to propose a third option which is no prelude corporations.
The Steam implementation allows for all three of these options and many players prefer playing with no prelude corporations, but with preludes. This is mainly due to the large power creep of corporations in the prelude expansion compared to the base game. Having this option will increase the skill ceiling and will help encourage players from Steam to play on BGA as well. -

We not trying to take away players from steam app - same company owns this app and bga ...
If it does really need approval again, how can we start the process of obtaining it?
Again, allowing this option will greatly increase the skill cap of the game, as it is one that almost all of the highest ranked players on steam use.
“ Variants: Deal each player 1 corporation from Prelude,
and 1 from the other corporations. If you want to play a
game without the Prelude cards, you may still keep the 7
project cards and the 5 corporations in the game.”
The above variant is referred to as “Highlight Draw” on the Steam application (it is clearly officially sanctioned and approved by Fryx). But this text also makes clear that you may play the Base Game with *or* without Prelude corps and cards.
The option already exists on the steam app (so has already been approved by Fryx). Of all the changes that could be made to Terraforming Mars on BGA, this really seems like the most important one for competitive players.
It is not a house rule. As Corvus Mortis said, this is not a house rule and is clearly stated as an option in the text of the rule book.
Whether or not this house rule has been sanctioned by Fryx Games for the Steam app is also not inferable from the fact that it is implemented in the Steam app, as neither you nor I know the contract between Asmodee Digital and Fryx. Plus, being another entity altogether, this house rule would need explicit approval for BGA nonetheless, even if they did approve it in the past for Steam.
Note that I'm just clarifying things. I'm not expressing an opinion whether or not this house rule should be implemented or not.
- Dealing one base corporation and one Prelude corporation to each player (known as "highlight draw")
- Playing with Prelude corporations and project cards but without the actual preludes.
The way the rulebook phrases this, it seems clear that these are merely suggestions of variants, and that the game encourages you to mix and match between corporations, preludes and project cards.
And indeed, FryxGames officially sanctioned the variant suggested in this issue for the Steam app.
Furthermore, this is a highly popular variant among competitive players that would strengthen the player base further and bring even more players over to BGA.
That makes it worthy of discussion, at least. I will review my physical copy of the prelude rulebook and discuss this with the developer.
I'm thinking the best option would allow for playing with prelude cards and the 7 (?) extra project cards but not the prelude corporations.
I'm not a big fan of the variant where each player gets 1 prelude corp and one non-prelude corp. That's still annoying for whoever doesn't get Vitor or Point Luna.
And, again, as a reminder to all who voted in this thread and participated in this discussion, I can't promise anything.

To keep it most simple and clear, I would go with the default as you noted (to include the corporations that are standard with each expansion).
Then, create an option that only appears when the preludes expansion is selected; the game creator must select one of the two options:
"remove preludes corporations ( [ List the 5 prelude corporations ] )" or
"include prelude corporations".
