Detailed description
• Which part of the rules was not respected by the BGA adaptation
Double bug, I think:
First, the game was giving me the option of building a powerhouse without engineers using the special tile. I had only two concrete mixers, but that made sense because I also had three coins and was using Solomon P. Jordan. However, the game allowed me to click on the red-outlined powerhouse locations. I did not confirm my turn because I didn't actually want to do that, but it appeared that I could have played a powerhouse in a cost-to-build spot without paying for that cost.
Then the round ended, and at the beginning of the new round, I had 13 engineers.
• Is the rules violation visible on game replay? If yes, at which move number?
I don't know.
The 13 Engineers was at move 51. The powerhouse building error was at multiple points, for example move 29.

1] is not really a bug, you can click on that spot but you will receive a message telling you that you dont have enough to pay and you need to restart. The game can't always unfold all the payment options with several payments so you can sometimes get "false negative" (I think that's actually the only such case in that game).

1. Ahh, interesting. Yes, I have now encountered that with the build-a-powerhouse-without-engineers in other games, and received the red bar across the top. I figured without enough coins, the red powerhouse locations wouldn't light up. No bug there.
